Problem: to transform Bharat into Viksit Bharat. Viksit (developed or advanced) implies a catch-up to the USA.
Scope: GDP per Capita was $2.7k for India in 2025. $13k for China, $86k for the USA. in 2024
India was 32 times "less viksit" than the USA in 2024. If the USA grows at 2% in the next 25 years it will achieve $141k by 2050. For India to catch up with the USA in 2050, it will need to grow roughly 52 times. For this, India has to grow at an average rate of 17% per year for the next 25 years.
The highest growth rate India has ever reported is 10.78% in 1988-89. China grew at 12% in 2006, and hit a peak of 13.6% in 2007 before dropping back. To achieve 17% annual growth for a 25 year duration we will need to do an unprecedented transformation.
What will we need to do?
- Stage 1
- A. Law, Order, and Justice. Solve for fast and accurate delivery of justice, both criminal & civil. Assure the highest quality of policing and justice. Establish the basis of civic order all across Bharat. Benchmark Singapore. This will unleash acceleration of India's long-term GDP growth rate by several percentage points via improved economic efficiency and higher investment. To achieve this, we will need to:
- Rebuild our police forces and judiciary to become the Best in the World for the Rule of Law. Minimize miscarriages of justice on a continual-improvement basis. Destroy corruption and constantly patrol institutional malfeasance.
- Declutter the laws, rules, and regulations.
- Assure accurate record-keeping for land, contracts, etc. Publish government accounts to private-sector accounting standards. Assure that the maximum data is made public automatically.
- B. Simple Flat Taxes. Eliminate the multiplicity of taxes, tariffs, and duties that create a regulatory mesh. Retain only three taxes:
- Corporation Tax (Tax on company profits): flat 10%
- Personal Income Tax: flat 10%, no exemption for any agricultural income
- Goods and Services Tax (GST): flat 8%, no special tax treatment for petrol, diesel, alcohol, etc.
- C. Stop Wasting Money on PSUs. Corporation Tax on all PSUs. Loss-making PSUs taxed 10% of the maximum revenue they ever made, so that loss-making PSUs are rapidly shut down. PSUs dominate industries and starve their supply-chains of liquidity by delaying payments, bring them under bankruptcy laws. Sell or dilute government holdings in banks, insurance companies, and other profitable PSUs to fund any revenue shortfall and retire all foreign debts on the Union and State government books.
- Stage 2
- A. Eliminate Hunger. Ensure availability of a community kitchens in every neighborhood, at every meal time.
- B. Scale up Urbanization. Build transportation networks and new urban centers to absorb the rapidly urbanizing population and eliminate the drain of poor housing, public-health deterioration caused by bad drains and sanitation, flooded and potholed roads, spotty public transport, etc.
- C. Rebuild Education. K-12 & university education to be revamped for alignment with building an educated population ready to engage with society, industry, and civilization. Assure integration with after-school or internships so that young adults learn about working and do not face a sudden "where are the jobs, why am I not prepared" shock they encounter in the current system.
- D. Healthcare at Scale. Build sufficient capacity for healthcare delivery that people get affordable and rapid healthcare as and when needed. Align with strong public health institutions to improve overall health and well-being to minimize morbidities.
- E. Assure Equality under Law. Assure equality under law to all citizens and institutions. Bring government departments and public sector undertakings under the control of the same regulations that apply to the private sector. Eliminate public sector monopolies. Remove all mechanisms that create privileged treatment under government law and regulation.
